Seasoned Technocrat, Teacher, Luminous Scientist, an indefatigable Human and Civil Rights Activist and Product of Collective struggle, a former University Lecturer, Unionist, Ebullient and Populist Politician, Progressive Democrat, Seasoned Administrator, Award winning Sportsman and Coach, Communication Strategist, Technical Writer, Negotiator, Organizational person and above all a True man of God. An indigene of Lagos State from Orile Agege and the 9th Child of Late Chief Saka Adeyinka OPEIFA, the ASIWAJU of Orile Agege, Asiwaju of Awori Land and the Baba Adinni of Surulere was born 53 years ago in Surulere, Lagos State.
After Secondary education in 1982 as the best graduating student at Victory High School 2/Victory College, Ikeja and 1982 Third Best Debator in Lagos State, was admitted to the University of Ilorin and graduated in 1986 as a departmental prize award winner with a Bachelor of Science degree in Biochemistry with a Second Class (Hons) Upper Division. Afterwards, Enrolled for Post graduate study at the University of Lagos, College of Medicine, Idi Araba and graduated in 1988 with a Master of Science (M.Sc) degree in Biochemistry specialising in Intermediary Metabolism and Toxicology.
Was back at Idi-Araba for his PhD in 1992 but left for the United States Nine (9) months to completion when his life was consistently threatened by the then Military dictator due to involvement in various civil/human rights and pro-democracy activities as Vice Chairman, Acting Chairman and Chairman of the Committee for the Defense of Human Rights (cdhr) (1988-1996), founding member Campaign for Democracy (CD), Ex-officio and later ASUU- LASU Vice Chairman (1990 – 1997).
Holds a Master’s Degree in Business Administration (MBA) specializing in Marketing management from the Lagos State University, Ojo (LASU) in 1996.
Completed a Doctorate Program in Transport and Logistics at the Lagos State University, Ojo, Lagos in December 22, 2020 (Thesis: A Study of the Effects of Mobility on Poverty Alleviation and Sustainable Development in Lagos State).
From 1990 – 1997, lectured at Lagos State University, Ojo (LASU) and served as a member of the University Senate and various Senate committees (the highest academic decision making body of the university) from 1993-1997, representing the Congregation.
While in the USA, between 1997 and 2006, worked at various world class organizations and institutions including; the Northeastern Illinois University, Chicago, IL, USA as Research Associate/Tutor (Separation Chemistry); Motorola Inc, USA as Technology Care Specialist); Abbot Laboratories Inc as Process Chemistry Validation Specialist and Scientist; Endorex/DorBioPharma (a BioTech Drug Delivery Technology start up) as Analytical and Research Scientist; American Pharmaceutical Partners/Abraxane BioScience as Formulation/Research Scientist on Oncolytics and Trauma care Injectables. Contributed greatly to the development of the Novel Lipid Polymer Micelle (LPMTM) drug delivery technology for the delivery of small peptides and small pharmaceutical molecules in Oral Drug formulations. Worked with some of America great chemists/scientists at Abbot Laboratories in the resolution of the FDA Consent decree against the company Diagnostics and Medical devices division (ADD). Was also privileged to have worked with one of America’s fasted growing pharmaceutical in the delivery of generic version of life saving Trauma care medications and Oncolytics such as Mitoxantrone Injection, USP; Cytarabine for Injection, USP and Fludarabine for injection, USP amongst others.
On return to Nigeria in the year 2006, joined politics and was appointed Special Adviser to the Governor of Lagos State on Transportation in 2007-2011 and Honorable Commissioner for Transportation in 2011-2015. During this period, the state transportation sector witnessed the monumental transformation especially in the areas of Infrastructural development to support Integrated Multimodal transportation, Road safety improvements, Traffic management and control systems, Transport/traffic information systems, Public transportation franchising, Data gathering and documentation management systems, Road transport/traffic research and development studies, Human capacity development, Intelligent transport system solutions (ITS) deployment, Citizens advocacy, Transport education and Sustainable transport policy development and deployment amongst others. Some of these transformations I assisted with in the replication in some other states of the Federation (Edo, Ekiti, Ondo, Oyo and Delta States). Served as Secretary, Transportation for the Federal Capital Territory from 2017 to 2019 when the first sub National rail system in Nigeria was delivered in addition to many other Transport Systems Management (TSM) initiatives and deployment.
While on the FCTA appointment, was seconded by the Presidency as the Executive Vice Chairman of Presidential Task Team on Restoration of Law and Order in Apapa (May 2019-October 2020). Within Ninety (90) days, law and order was restored, Manual call up system developed and deployed, Empty container handling procedure developed and deployed as well as an effective traffic management developed and deployed.
In 2009, on behalf of the Federal government and NFF, served as the head of the Lagos Zone Transport, Logistics and Protocol committee worked with FIFA technical committee on security, logistics and protocols to deliver an accident, incident and traffic gridlock free logistics and excellent protocol support for the 2009 FIFA U-17 World Championship (Lagos zone).
While at the University of Ilorin, was actively involved in various campus activities and in various capacities such as Member of Students Representative Council of the Student Union, 1983/1984; Secretary and President, National Union of Lagos State Students (NULASS) 1983/84 and 1984/85 respectively; President National Association of Biochemistry Students (NABS) 1984/85. Was also the Vice-Chancellor Student Nominee for the Resuscitation of Students Representative Government and Electoral Committee 1986.
Represented the University of Ilorin at the 1982, 1984 and 1986 Nigeria University Games (NUGA) and for his exceptional activism, sports and academics was awarded the University Departmental Prize Award for Academics, Character, Discipline and Learning at graduation in 1986.
Was also a member of the University of Lagos NUGA games winning team of 1988, as a member of the Bronze winning Handball team. Coached the LASU female handball team, to Bronze winning exploits at two NUGA games in 1993 and 1995.
Became a Microsoft Certified Solution Engineer + Internet (MCSE+I) in 2000 and CompTIA A+ Certified in 2001.
Have special skills and passion for Transport policy formulation, Traffic and crowd management systems, Transport and traffic safety deployment methodologies, Urban mass transit systems planning and deployment, Social and citizens’ mass advocacy and deployment. 1. Worked with the Presidency (OVP), Ministry of Petroleum Resources and NNPC to manage Fuel Distribution and Logistics support at all Lagos Fuel depots and the resolution of Apapa Traffic gridlocks (Dec 2015 – June 2016).
2. Worked with the Delta State government in the establishment of Delta State Traffic Management Authority (DESTMA), an agency of over 500 personnel responsible for traffic management and control in Delta state.

Created the Area command structures, Public Education and enlightenment unit, Welfare department, Traffic Systems Management and Survey department (TSM), the Special Traffic Mayor Scheme (STM), Event center traffic management program and unit, Traffic safety unit among others to enhance operation, administration and management.
ii. The establishment of the LS-STSAP in over 700 schools in Lagos State for generation reorientation of road safety culture (2008-2015).
iii. The development and deployment of robust Traffic data gathering and statistical analysis in effective traffic management and control operations (eg the development of a traffic survey and count database for major Lagos highways and intersection).
8. The Development of Road Safety Audit (RSA) protocol for the state and implementation of RSA on some accident prone areas of Lagos resulting in Zero incidence and zero deaths over a period of 3 years.
9. The restructuring and repositioning of Motor Vehicle administration in Lagos State with the transition of the Vehicle Inspection Office (VIO) to a Service (VIS) with the:
i. Development of a Vehicle Inspection Services Law and its incorporation into the RTL 2012.
ii. The development of Harmonisation of vehicle inspection systems; MoT and RWC and the development of concession plan for vehicle inspection administration in Lagos state.
iii. The development and deployment of robust vehicle administration and management data gathering and statistical analysis for effective vehicle administration and revenue generation of road taxes.
10. The development of Lagos State Vehicle Inspection Services accident investigation capability for enhanced road safety (2011).
11. The establishment of the Lagos State Passenger Insurance Program (LASPIP) to save lives (2014).
12. The development of the Lagos Road Traffic Signalisation Master Plan 2010-2016 and its phased implementation:
i. The Standardisation of Traffic Signal Lights implementation and the development of the Lagos Traffic Signal Light Standards Manual of implementation (2012).
ii. The deployment of the Lagos Traffic Signal Light systems at some major road intersection with maximum efficiency and less than 5% operational down time (2011-2015).
13. Member of the Lagos State team for the Establishment of Africa first Traffic Radio, The Lagos Traffic Radio 96.1 FM (LTR) 2011/2012. LTR is Nigeria’s most listen to Radio station (2010-2012).
14. 2009 FIFA Under 17 World Championship, Nigeria (Lagos Zone):
i. Designed the detailed FIFA acclaimed Excellent and Best in Nigeria Lagos Zone Transportation, Traffic, Logistics and Crowd management and control strategic plan for FIFA-17 2009 World Cup Championship in line with FIFA protocols.
ii. Worked with FIFA security team (consultants) as team leader of over 1000 transport, traffic, logistics, security and protocol personnel in the deployment of a traffic incident and accident free Lagos Zone 2009 FIFA-U 17 Championship.
15. Designed, developed and managed the implementation of the overall Transport, Traffic, Logistics and crowd management details of EKO 2012 National Sports Festival (arguable Lagos biggest statewide event in recent time) coordinating the use of 10 major venues, over 20,000 athletes, over 1000 event logistics related vehicles, over 3000 festival related vehicular trips per day over 14 days without any festival related traffic incident and accident as well as any crowd control issues recorded or reported.
16. Supervised the Management of incident free APC 2014 Special Convention for 2015 Presidential Primaries in Lagos.
17. Supervised the Traffic management and control of the APC 2015 Presidential Campaign in Lagos State.
